Why can this hackintosh even get to the Recovery?

Specs:

CPU: i7 2600

dGPU: 750ti

iGPU: intel HD 2000

Motherboard: Dell XPS 8300

Target: Monterey.

Why can this hackintosh even boot to Recovery? It's configured to boot the gpu 705ti. I haven't even installed the web drivers. No OCLP used, just how?
