As stated in main post, when i initially boot it seems CPU friend does not work, as my TDP is limited to 15w and 70c thermal limit, once i sleep and wake it seems it is unlocking and CPU friend is helping, but i don't understand why it behaves like this.
Device is T480 running BIOS 1.46 EC Version 1.13 CFG Unlocked, Advanced settings unlocked. Ventura 13.6.6. undervolt (voltageshift) will not work no matter what i do. it seems others were able to get it to work, referencing this post, but the user did not say which BIOS he is using or what steps to get the undervolt working https://www.reddit.com/r/hackintosh/comments/141pvom/i58250u_t480_goes_wild_tdp_unlock_undervolt_macos/
