Creating installer on Windows?

Hey guys,
I am trying to create a Hackintosh using a NUC. I only currently have a Windows laptop myself, but I have been trying to use VirtualBox with a Hackintosh on that to create a bootloader using Clover, but my USB keeps disconnecting. Or am I just over complicating this?
