If you have a keyboard that is not identified correctly, i.e. some keys are swapped ( common if you don’t have a US layout ) you can force MacOS to re-detect the keyboard by deleting the .plist file where the keyboard type is stored.
for example a command like this
sudo rm /Library/Preferences/com.apple.keyboardtype.plist
reboot. MacOS will prompt a guided process to identify your keyboard.
It saved me a lot of headaches. It is also better than using a software to remap the keys as there is no need to keep a third party app running in the background.
