I realized my laptop can boot with both kernel quirks (AppleCpuPmCfgLock and AppleXcpmCfgLock) set to "NO" while at the same time the CFG lock in my BIOS is locked (VerifyMsrE2 reports back "locked").

does anyone know how that´s possible? I thought it wouldn´t be able to boot with the XcpmCfgLock quirk set to "no" and the CFG lock locked.
