Creating a USB installer from your /macOS\ Install\ Data/ directory?

How can I turn this into a USB installer that I can install Clover on.

I decided to mess with High Sierra again. This time, when I downloaded it from the app store, instead of getting the complete installer, it downloaded a 20MB app which starts an install then downloads the rest of the installer to an Install Data directory on the destination drive to start the install.
