Original Question:

I cannot seem to understand WHY High Sierra is not acting the way it would on a regular Mac. My WiFi works, everything works! Except the system clock, that doesn't work. This is causing on my icons on my dock to bounce very fast when interacted with. This also causes my beach ball cursor to spin very fast. Typing is difficult because clicking the key makes the character pop up 1-10 times. And my Intel Celeron HD Graphics is screwed. I'm only getting 4MB of VRAM, which is causing program's elements to move very late when the Windows is moved. If anyone can help, please do. I linked a video to show what's going on.
