The RX 5700 XT (Navi) requires specific boot arguments to function correctly in versions newer than Monterey on the Mac Pro 5,1.
Required Fixes:

agdpmod=pikerato your boot arguments in OCLP settings. This is essential for Navi cards to prevent black screens. - AVX2 Emulation: For Ventura and later, ensure Surplus or appropriate AVX patches are enabled in OCLP, as the X5600 series CPUs lack native AVX.
- Update OCLP: Use the latest version of OpenCore Legacy Patcher to ensure the latest kexts for the 5700 XT are injected.
- Chrome Workaround: If you stay on Monterey, use Chromium Legacy to continue receiving browser updates.

Hi there, I have 2012 Mac Pro 5.1 with Radeon RX 5700 XT. The latest Mac OS that works on it is Monterey (with OCLP, of course).
Once I'm trying to install Ventura, Sonoma or Sequoia, all of these installs as well, but stuck on black screen with Apple logo during the first boot.
A year ago I've already managed to install Sequoia on it, and it went well, but I've downgraded to Monterey due to stability and speed. But now Chrome refuses to upgrade anymore on Monterey, so I've managed to upgrade OS, but I can't...
